Is there a way to limit gear selection by wheel speed.
For example 8th gear wont be used unless over 100kmh?

Unfortunately no, but you can and should use the shift tables more efficiently.
Have a look at the tables attached, the idea being the P1 is very lax where P5 is shifting at a much higher rpm.
The outcome is to plan these tables where a shift won’t happen at the tps required to maintain say 80 but like you said 101 allows the shift. That said going down a hill would allow the shift but an increase of engine load would allow the shift down so not to lug. With all that said no two shift tables are the same you'll have to setup your rpm's to meet your needs and of course P 6-8 would be manual only.
